Region 5/6 was formed as an interjurisdictional agreement by Burt, Dodge and Washington Counties under the Nebraska Emergency Management Act. With offices located in the Dodge County Courthouse, Fremont, Region 5/6 is a full time office that provides emergency management services and coordination for the member counties.

Mitigation, Planning, Response and Recovery is the mission statement for Emergency Management.

Region 5/6 OEM also provides public awareness programs and training for emergency workers and first responders. Programs are available for HAZMAT, severe weather, radiological response and Terrorism.

MEET the STAFF
 
BILL POOK
Director

Bill has been with Region 5/6 since 1998 as Director. He is the lead instructor for Region5/6 with 20 years training experience. Through Region 5/6, Bill offers several public awareness programs on emergency management to area schools and civic groups. In addition, Bill is certified by several federal agencies including DOJ, DOE, EPA, ODP and is currently a master level instructor in NBC warfare defense for the US Air Force. Bill believes in public outreach to get more people involved in emergency preparedness and response. He is available to design and facilitate tabletop and/or functional exercises in accordance with HSEEP protocols; these programs are modified to meet the specific needs of the class. An Air Force veteran, Bill served in Southeast Asia during Vietnam and he is currently an IMA Master Sergeant for emergency management at Langley Air Force Base, Virginia. In Virginia, he instructs NBC warfare defense to active duty personnel and at the 1st AW and Air Combat Command HQ.

Bill is a University of Wisconsin graduate. So when he says he’s a “Big Red” fan, don’t let that fool you, he’s referring to the Wisconsin Badgers! Bill has two grown children, Ryan and Maggie and he makes his home in Fremont.

 

   
LORI WELBES
Office Manager

Lori has been with Region 5/6 since April, 2001 as Office Manager. Her primary responsibilities include bookkeeping, preparing and submitting various federal and state reports and grants, publishing the periodic newsletter that the region produces, maintaining the web site and helping Emily keep Bill from going crazy!

Although Lori is originally from Iowa, she graduated from Dana College in Blair. She lives in Fremont with her husband Mike and two children, Kara and Brandon. Lori and her family enjoy outdoor activities and they camp frequently. It’s possible that you may have seen them cruising around Fremont in their dune buggy as well.

   
EMILY WAGEMAN Administrative Assistant

Emily has been with Region 5/6 since March, 2006. She is serving the office in the capacity of Administrative Assistant. Emily is responsible for NIMS records, HSEEP reports, ID badges, scheduling and organizing programs, preparing mailings, maintaining the Region 5/6 database and “other duties as assigned”.

Emily is a Midland Lutheran College graduate and spends a lot of time in activities with Kiwanis, Jaycees and Sinai Lutheran Church to name a few. She enjoys singing and spending time with her family. She, her husband Ward and daughter Rachel make their home in Fremont.
